To precisely decide the influence of each of elements, constituting a system on the performance of the system, while the status of each element varies with time. ; SOLUTION: Data on the variation of status of each of the elements of the system are collected (S1), status at each period of each element is divided into either a working status of the element or non-working status of the element based on the collected data (S2), the time in which each element is in working status is decided as the working time for each element (S3), the elements are compared to each other, from the view point of the working time thus decided and based on the results of the comparison at least one of these elements is decided as being at least one bottle neck which has larger influence on the performance of the system than the other elements
